Can I put a Rover.com link on my website?
I would like to add a link on my website to http://Rover.com.

You should probably check with Rover itself. However, I don't see anything in Rover's Terms of Service:
that explicitly prohibits having such a link. If you can advertise on Craigslist or NextDoor, there's no reason your own website would be an issue. But you cannot use Rover's logo or artwork on your site for the link.
