how do i let rover know i don't want to be paid by paypal?

Your only other choice is to receive a check and Rover will charge you a fee to do so.
Go to your Dashboard, where you will see Rover Balance. Click on Payments:

When the funds are available for withdrawal (2 days after the job is done), then you will see the options for payment, whether by Paypal or check.

You yourself select the option you want. I do not use Paypal either. I get paid by the check. I usually wait until I have a large chunk sitting in my Rover account and then I request a check. It takes about 5 days to receive it. You pay such a small fee you won't even notice. I am sure business paypal charges more? Or not? I can't remember.
