Can I sign up in Rover if the billing adress of my credit card is spanish?

I am trying to pay the background check required to sign up but it declines my credit card. I am thinking that it may be because the billing adress of my credit card is in Spain although I am living in the United States right now. How can I solve this? Thank you!!!
