Why does holiday rate only apply to the first dog if the owner is bring multiple dogs?

I have a client bringing two dogs today (Christmas Day) and staying through the 4th. The holiday rate was charge for the first dog and not the second. Why wouldn’t both be charged? Both dogs are staying through the holiday.

Rover has set up the holiday rates to only apply to the 1st dog, but you as the sitter can adjust your booking if you feel you want to charge the higher rate during the holidays. More info here https://support.rover.com/hc/en-us/ar...
