Then do you charge for the dog walking also? My overnight fee is pretty low.

Since all sitters who use the Rover platform are independent contractors, each may have different interpretations about what constitutes house sitting. However, Rover defines it as taking care of a pet in the owner's home for up to 24 hours per "nightly" charge:

It should be considered a premium service because a sitter is not only moving into your home but is also watching the house. The sitter may have other dogs to walk or visit, so he/she may not necessarily be present 24/7, but should spend the majority of time in the home, especially at night.

You should discuss what is included with the sitter you select. Interview several and find one that meets your needs at the price you want.

To me, it means watching and caring for a pet in the owners home for an extended period of time. Typically overnight.
