Do I need a business license to be a Rover sitter?

I live in Los Angeles, CA and I was wondering if I needed to have a business license and/or insurance to daycare and board dogs at my home if I'm a Rover sitter. I rent a duplex home and I got permission from my landlord to daycare/board dogs for temporary income since I'm currently unemployed and pregnant, however, my neighbor had asked me if I was licensed to run this dog care business and if I had insurance. Before I register my business with the city, I was wondering if this is something that is absolutely necessary. I don't plan on doing this as a career (only 2 more months) and I find it hard to imagine that every Rover sitter would need to get a business license or some type of special business insurance (and Rover provides insurance as far as I know). It all depends on your local laws and regulations. contact your city administration to find out what the rules are when it comes to boarding. Some cities have limits before you have to get a license or permit (my city says I can have up to 5 before a permit is required), some don't.
