Has anyone had the issue of a withdrawal to PayPal failing? If so how do I get my money back??

I went to withdrawal my money from walking a client's dogs the other day and it said the transaction failed and now I don't have any money in either my Rover account or my PayPal account. Does anyone know how to fix it so I can get my money back??
