You add your bank account to Paypal. Rover transfers funds to Paypal, then you can withdraw them from Paypal directly into the bank account of your choice. Once you set up an account there, Paypal will test it out by depositing a few cents into it, You confirm the transfer and you are good to go.
It doesn't cost you anything to use Paypal to receive Rover funds or to then transfer them to your bank account.
