How do I reactivate my account?

Rover, please respond as I'd like to get started immediately.

I signed up in Florida a few months ago and deactivated my account due to subscription emails. Now living in LA, I cannot sign in and cannot create a new account as my phone number is already registered in the system. Help!!!
