It's normal for dogs to have a thin film of tears - which are produced to lubricate the eyes, (not totally unlike humans).

Dogs can have watery eyes from allergies, but some breeds have conditions where they have an abnormally high flow of tears. Sometimes that can be due to the eyelashes turning inside the eyelid or an issue with the eyelid. Other possibilities include sinusitis, foreign object in eye, trauma to the eye or face, tumor or obstruction and conditions like glaucoma.
