Dogs whine for a variety of reasons. Could be your pup wants something, excitement, nervous/anxiety. Reward good behavior

This could be for a number of reasons. But most likely one of the following. It needs to go to the bathroom, is anxious to see another dog or person in the area, wants some attention, or is in some sort of pain. One can usually figure out why the dog is whining by paying it some extra attention.

Anxiety i feel is the largest reason, along with them wanting attention or maybe trying to hint something to you like they need to go outside or its time for food.
