It's their way of showing you attention. Or sometimes it's them trying to convey a message

Dogs can stare for a number of reasons: -Challenging you -Requesting from you (food, potty break, etc) -Curiosity
-Etc.

This list is in NO WAY exhaustive and it could be a number of things, a combination of things, or just because sometimes the things that we do seem 'strange' to a dog.
Think about it... How weird does using a toilet look to a dog? How strange is using a printer or a laptop when you're a dog?
Also, your dog may just love you ;) <3

A dog staring at you can also be interpreted as a challenge, if they are known to be more dominant in nature. It's actually how they challenge one another! Or just begging for food :)

My dog stares when he is wanting something, usually food or a walk. When it is close to dinner, he will sit on my husband's lap and stare at me so neither of us can make a move without his knowledge. Never mess with dinner time. So, expectations on their part is my answer.
