Are the dates Feb. 18-20 (Presidents' wknd) considered a holiday?
just want to know if these dates are subject to holiday rates.

No, Rover does not automatically bill President's Day at holiday rates. There are only five, as shown at this link:

However, nothing prevents you from charging a higher rate if you would like. Be sure to include that information prominently in your profile.
