Why does my dog hump other dogs?

Dogs hump as play and were never told otherwise.

Dogs hump to dominance over other dogs. In a group of dogs they will try to determine who is the leader and this is one way that they establish this. Dogs will also roll over onto their backs to show submission that they agree the other dog is the leader.

As puppies reach sexual maturity, they start to mount other dogs in sexual contexts. After they're neutered or spayed, many male and female dogs continue to mount and even masturbate because they have learned that the behavior feels good

This is a normal behavior in adolescent and adult dogs, both for sexual reasons and sometimes just as part of normal playful behavior.

Dogs hump to set a sense of dominance over the other dog. They also hump instinctually. If you spayed or neutered your dogs the humping will stop, for the most part.
