That can be a medical condition, often if it is obsessive. it can be linked to allergies to food.

allergic skin disease is the most common reason why canines lick and chew their feet on a chronic basis. Food allergies, in particular, are typically the culprit, and secondary infections from yeast and bacteria can further exacerbate the behavior.

This could be for many reasons.

It could be for allergies/skin irritation. Or to help calm themselves down from whatever anxiety they are feeling.

Just routine maintenance as humans shower. Dogs naturally want to groom themselves just like any other being, however, their feet are what get the dirtiest! If you notice excessive licking and/or lightening of hair on paws, this could be a skin issue that you should call your vet about. Keep a close eye and all will be well.

Usually excessive licking could be an indication they are allergic to something. I would recommend seeing your vet so they can assess the situation and provide medicine if necessary.
