For rover pricing, a dog under a year is considered a puppy! Most people consider dogs under 2 to still be considered puppies when it comes to maturity though!
Dogs are considered puppies if they are under 1 year of age and will automatically be figured at the puppy rate. However, should a sitter choose to charge their standard rate even for a puppy (for instance once they've met a puppy or even taken care of it before), the rate can be adjusted before confirming the booking.

Dogs technically are a year old under a year, BUT they should have a full year of puppy food. Dogs supposedly age twice as fast as we do in a year, google(ing) how old is my dog or human years to dog years can show you exactly what I mean.
1 year is considered adult. One day less is considered puppy still :)
