Can a rover premier host apply for a rover pack?

I have been going through all the questions and answers from Jan. 2015 and seen comments about the rover pack. I finally got to a question and answer of what a rover pack is and requirements. Could a rover premier host also apply for a rover pack? If so, how do we get the information and application?
