Yes, Facebook did indeed come out with a "Dog Book" where you could create a special page for your pet(s) that will be attached to your page. I'm not sure if they continued that or discontinued.

You didn't really specify what dog page you're talking about so we can't fully answer this to the best of our ability. There are many famous dog pages on Facebook and you can make one for your own pup as well.
