Are owners required to show proof of up to date vaccinations?

Most sitters require their client's pets to be up to date on vaccinations and ask for proof but it is not a Rover requirement.
The only mandatory vaccine in Colorado (that's where i am located) is the rabies vaccine. I prefer the dogs have a rabies vaccine.
I'm pretty sure rabies is the only required vaccine everywhere because it protects humans. The others are for the health of dogs. If you're only taking 1 dog at a time and they come in contact with no other, then it's not necessary. But if you do >1, then they need vaccinations for their illnesses.
