I got a new phone nymber and it won't let me use it because it says it's already associated with an account. The person with this number before me must have had an account. What can I do?

I need to update my new phone number bit it says there is an account associated with it. The person who had my new number in the past must have had an account. How can that account be deactivated or edited with another number so that I can use the new number I now have?
