Can my husband and I download the rover app on both of our phones .?

Certainly both of you can download the RoverApp, go here and enter your phone number and you will be go to your App store https://www.rover.com/app/

Edit: To share the same Rover profile you both need to logon to the App with the Rover profile logon and password. The contact number in the profile will get notifications from the platform.
