As far as being a sitter on Rovers platform, no you do not need any certifications or schooling. As far as requirements, permits, and/or certifications for you watching dogs on your property in Hawaii.... you will need to check with the city regulations to make sure you are not breaking any laws. (example some states have restrictions on how many pets can be on one property at a time).
