I recently applied for the Rover Pack in 2 instances. My original submission was on December 23rd, 2015. Rover emailed by shortly thereafter letting me know that I did not yet meet the criteria to be part of the Rover Pack, but they encouraged me to try again. Then on January 3rd, 2016, I submitted my second application. I received an email from Rover letting me know that the program will no longer be in available. Although, we will still see this badge appear on applicants that qualified during the time the program was still active.

Long story short, I don't think the program exists anymore.
