I just ran into this problem today. I am trying to get owner's to provide that information ahead of time. I asked for proof right away, but they didn't send it until they were on their way. The records weren't current. I called their vet who couldn't give me the information. I contacted owner's and they said the records probably weren't current, and they turned around. I felt bad, but that's why I asked ahead of time.
