Ideally, during a meet and greet, discuss if the dog has this tendency and ask the owner what they do or encourage others to do. If it’s happening while you’re on the dog walk, you could send a text message to the owner letting them know what’s happening. Often dogs who will not want to walk away from home if you carry them away, Will walk towards home.
