It might be a territorial thing. Try getting a stand for the water so it's not high enough for him to pee in.
Your dog could be acting out of dominance, insecurity, excitement or marking. Try attaching a Lixit automatic dog waterer. With this device, dogs lick the toggle and water drips out. Or create a water source that the dogs access from behind a cover, so that when your boy lifts his leg, he only hits the shield. Think of it as a half-dome, with the open access closest to the wall.
