I work from home all day, so am available for walks almost always. I had dogs growing up, all large rescues over 100 pounds, and have fostered three since then on my own that are more reasonably sized as well as taken care of family members' dogs that are quite small. I love being outside and take a lot of informal meetings on my cell phone, which is prime for taking dogs out every few hours. My apartment is large and dog proofed, lots of room to rove around for any curious pup. I also have three roommates who are around and love dogs, so there's lots of attention being given here. I understand the importance of getting down on a dogs level and giving them skin contact, especially when their owners are gone which can be particularly scary for them. Dogs love me and I love them, we just plain ol get along.
