What are the best indoor alternatives to disposable potty pads?

My Chiweenie puppy hates winter and loves blankets. I'm trying to find her an alternative to the disposable plastic pads that she loves to chew. I've tried a pad holder that locks the pads under a small plastic grate but it is tiny and she does not like it. I'm trying a washable pad now but she now prefers the rugs. Any suggestions?

I've used the potty patch rinsing out the tray is gross! After a few weeks the grass smells like urine all the time!

I use the chucks (hospital bed pads) that are used when adults wet the bed. They are durable and very washable. I save on money as well.

Wash with your whites and bleach to or use vinegar to remove odor.

I haven't tried, but they make astroturf mats.. she may also like a box of dirt or litter?
