How to stop barking dogs?

Our neighbor has a Rover pet sitting business. Her dogs, including the boarded dogs barking has become a nuisance to neighbors so my significant other politely asked her to control the dogs incessant barking. She is now harassing my significant other by letting the dogs out when they walk by and threatening with a lawsuit for bothering the dogs. She has been sending me threatening texts and now photographing my significant other when walking our dog by her house and threatening to obtain an Attorney because they are harassing her dogs which is a total lie, We have all the text messages from the Rover sitter saved and videos of her letting the dogs out when my significant other went to a neighbors house. Not only is the barking a nuisance but her non-stop harassing, stalking and threatening us with her Attorney. She has made it clear to us that she will not stop the harassment and is using the dogs as pawns to make life miserable for us and others who innocently walk past her house. Who do I need to contact from http://Rover.com for assistance with this matter.

If a person is stalking you, harassing you and sending text messages, you need to file a police report.

Hi Jane, I don’t know where you’re located, but most cities and counties have noise ordinance regulations, which specifically state what violates those laws - the amount of time barking either continuously or total daily may vary in different locations.

Since your/significant other’s effort to remedy this directly with your neighbor was ineffective and the neighbor has stupidly chosen to escalate behavior, the best/quickest solution is to contact animal control, which can be reached through the police non-emergency number.

Beyond that, you could file in small claims court.

You could informing rover staff by contacting at the number below, but they do not police sitters in that way. Each sitter (as independent contractor/business owner) is independently responsible for complying with local regulations.

This doesn't look good for sitters using Rover to conduct business. There seems to be a lack of concern for the well-being of the dogs involved. The clients and Rover should definitely be notified, prior to Animal Control, certainly.

Animal Control& Police (for harassment) is correct first step. Rover is a nationwide & international platform. I don’t see how it’s possible for rover to take action. The neighbor would not have any access to inform clients & there’s no basis for rover to intervene for excessive barking complaint.
