I recommend that you have them on a flea treatment. It is cheaper to treat the dog than to treat the house.

That's entirely up to you. Rover doesn't require anything. You set the rules about how you will run your business. If you require that pets have this protection, then ask the owners to supply proof, just as you would for their vaccinations.
