What could this be?

I have a one year old exotic bully. His ears were cropped before he became mine. I noticed he has a rash in his private part. Looks painful & inflammed. Noticed he doesn't want to sit. Also there is discharge coming out his private.. his ears have alot of flakiness amd he tends to scratch alot.. also his name is Draco 🐶
