When does neglect and abuse become real to the state?
The landlord of the home I am renting a room from keeps two female and one male wiener dogs in a closet in kennels 23+ hours a day. He breeds the dogs and sees them as an inconvenient way of making money. They only come out when this guy urinates himself and once around 8:30 to eat. They're out maybe 10 mins (when eating) then back in the closet. When they bark, he gets so mad, goes in the closet and screams at them. They tend to be afraid of him. When he is gone all day, I take them out (which he doesn't approve of) and there are urine pads to collect the urine and fecal matter - which are typically all over the ground. They have never been on a walk. Prisoners are treated much better. I think it's obvious neglect and abuse. However, because they're fed and taken out (if he is home) 2-3 times a day for no longer than 5 mins, would this prove to the state that he isn't neglecting the poor dogs?
