What legal action can one take against owner when their dog with history of attacking kills another dog?

I have a friend who recently had her dog attacked by another dog and unfortunately the dog died as a result. The dog that attacked my friend's dog has attacked and killed other dogs in the past. The owner of the dog that attacked lives in the same housing community as my friend and the HOA had already told her she was not supposed to have that dog in the community before the attack on my friends dog. My question is does anyone have recommendations as to what legal action my friend should take on the owner of the dog that attacked her dog? Also, does anyone have specific recommendations for companies or legal firms that could assist her with this? Thank you in advance for any advice or recommendations!

call the humane society and turn in the attack with them, then call a lawyer or file a civil suit against the neighbor, hopefully her dog was on her property or leashed at the time of the attack. She will need to prove that she had control of her dog as well. And keep all vet bills for court.
