Will a first time user of the site get the discount from my promo code if they don't book with me?

I am a dog walker and I have a promo code to give out to promote my business. I am wondering if someone uses the code but doesn't book with me, do they still get the new user discount? I am okay with this, and would prefer it. That way I can give out the code more often. In fact, I would like the promo code system to one of referral reward bonus rather than one of they have to book with me to get the discount, if it turns out that that is the way it is.
