who should I contact when sitter did not spend time with my dog?

I hired a Dog sitter Suzanne D. of Chapel Hill NC 27516, to spend the night at my home and take care of my dog. I have never use a dog sitter before and was excited I could have my dog stay in her home. I informed my neighbor that I was doing this and to make sure all went well. When I got back a day early which I informed Suzanne D., the dog sitter, I would, she fed the dog that evening and went home and I never saw her only during the consultation which went well. My neighbor whom is a stay at home mom, came to my house this morning to check on my dog because it had started to snow and was concerned that my dog would not get fed because the dog sitter had been just dropping by in the morning to feed and let out my dog and then leaving. The sitter Suzanne D. took her on one walk the entire 5 days (which I fine with but was not prepared to find out that she only spent about an hour each day with my dog and was not their at night. My neighbor said she came to my house around 9:00 or 10:00 in the morning and stayed about a half an hour and then left and came back around 6:00 or 7:00 PM to feed and let her out, then left. My neighbor was concerned enough to let me know and was worried because of the snow that my dog would not be taken care of today but I had come home a day early to beat the snow. This is not good, my dog was alone for 5 days.
