None. Scientists have used gps trackers for years to track endangered animals. If there were any health risks, they wouldn't keep doing it.

Also keep in mind your phone uses gps technology, so even if there was a way for dogs to be harmed by it (but theres not) then technically just being by your phone would hurt them. Someone is taking you for a ride.
