Depending on the breed: Hunting instinct, or anxiety if feeling threatened. Feet are easy to reach for small dogs who feel threatened or anxious.

Usually a dog attacking your feet is a sign of wanting to play.

For some dogs, heel nipping may be a fun game. Canines with herding backgrounds are notorious for nipping at the heels of other dogs, sheep, horses and even people. Your dog may be trying to engage you in play, giving attention, or showing affection. Your dog may feel frustration or anxiety. I'd suggest give your dog an alternative behavior to perform and reward it.
