Generally when a dog approaches a person and rubs their head against the person (often the head is lowered so that it is the top of the head more than the forehead) it is considered to be a submissive behavior. It can be an effort to appease the person (or other dog). It can be an effort to share smells - I smell like you and you smell like me so now everyone will know we are from the same pack!
