When the dog licks and what the dog licks can provide some clues. He could be expressing anxiety/nervousness, hunger/thirst, happiness, sadness, or affection. Some licking for grooming purposes is normal and it's possible the dog is removing pests from outside that would be bothersome or has allergies. If you see swelling or discharge or the dog is practically breaking through it's skin and causing an open wound, it's time to see the vet. There could be medical concerns.
