Doggy genetics. What kind of dog do you have? My Pomeranian's tail curves and I cant think of any pugs I've met without curly tails :)

Certain breeds have naturally curly tails due to their vertebral and muscular formation. Some dogs that have broken their tails have kinks in them because they heal in odd formations.

Certain breeds have curved/curly tails. Is this question in regards to that or the fur being curly? If it's a mixed breed pooch there could definitely be a bit of unexpected curly fur in different spots of the dogs coat.

This is actually a breed specific congenital condition. The tail is an extension of the spine and made up of vertebrae. The curly tailed dogs have special wedge-shaped vertebrae that cause the curl.
