Charge for a drop in visit?

I am just letting them out for a potty break and some play time. There are 4 dogs.

I recommend looking at the profiles of sitters in your area and see what they charge, and base it on that. I would charge more than the single dog rate, but not a lot more; perhaps just add on 1 extra dog fee (or 2 if "herding" them back into the house will give you trouble).

I agree with Shannon's idea of finding out the going rate in your area. I'd add one more thing: Consider your drive time and gas consumption then subtract Rover's percentage. Make sure you are making at least minimum wage for your time and effort.

I agree yes, charge for the drop in, and look at the other sitters that do drop ins, it is good for the animals to see people, they could completely tear up the house if they get anxious because they are left alone too long.
