Can you JUST offer dog walking to start?

If so, how do you highlight that?

I don't see why not, just make sure your headline says walking only. Then in your profile explain how it works. Do you go to their home and pick up the dog and is there a pick-up/drop-off fee? How far can you travel? Do they bring their dog to you for a walk? Where do you walk the dogs and for how long? Is there a dog park you can use? Under your rates and services be sure to list walking rate and pick-up/drop-off rate so the client knows how much would be the total. With Rover, a dog owner can't just contact you, an owner needs to put in a formal request and stay dates, so put in your profile something like this: Please request via overnight booking and I will adjust your quote if necessary. Then adjust their rate according to services requested. I do it this way for daycare, too. Remember to send pics of the dogs on their walks.

Since Rover is set up as a dog sitting site primarily, you'd have a difficult time building a client base on Rover as just a dog walker. You have to list either boarding or travel sitting on your profile. Choosing travel sitting seems more intuitive, since a dog walker generally goes to the clients home to get the dog, however the rate option for walks is listed under the boarding settings, not the travel sitter settings. I've used this walk rate once in the year I've been active on Rover. Since your title line states you offer dog walking, you may get more interest in your service than I've gotten for offering walks (since my title line indicates I'm a sitter); however, you may have more luck drawing attention to your profile using advertisements on other websites, like craigslist. Just be very clear in the body of your profile what services you do and don't offer to avoid a lot of confused requests.

yes, you could do that. Like the others have said make sure it is clear in your title/description that you only walk pets and do not sit. Also familiarize yourself with the price adjustment page and use that to send a final quote to your clients.
