Is there a way to report a sitter?

I visited a couple of sitters before choosing one. In one instance I was very disturbed by the conditions in the sitter's home and yard. It was very unsafe and unsanitary, her other (many) dogs had severe skin problems and other issues that indicated lack of care (one dog had nails over 1 inch long which were twisted due to interfering with walking and was limping). There was mud in and out of the house that the resident dogs freely tracked in and out, and the interior smelled of drugs.

The dogs did not look hungry or physically abused, but they were very neglected medically and hygienically.

Is there a process for reporting such a sitter?

Definitely follow up with Rover support, and if warranted, your local animal control agency. If the conditions are as bad as you describe and the animals' needs are being neglected, this is a legal issue as well as a business issue.

You can contact your local Humane Society. They would be able to do follow up visits to see the person's actual home and if they are improving or if the animals should be seized. Rover probably will want to know to close that person's account etc. However they wouldn't be able to make personal visits to check on the animals.
